1.1.55 ISSUE: panic button or changing latency buffer need to be reconnect stack (or reload prj)
(as in 1.1.54) - panic button, or changing the value of the asio driver, mute every stacks, on every parts of the prj. You need to re- connect every stacks one by one.(or open the prj again, faster).
windows, ur 44 yamaha asio driver, last update.
Cannot reproduce with 1.1.56, so try that as well 
But if it doesn’t fix it pls let us know your setup, thanks.
my test:
- new project
- add Stack, set to in so it produces level
- set sample rate or panic (with Preferences/Audio/Panic reset Audio Device)
I tried with 1.1.60 , rolling back the driver yamaha to 2.0.4, nothing change,
then updated again to 2.1.5 (later driver avaible). NOTHING CHANGE on previous project.
FINALLY I DISCOVER , THIS IS WHAT YOU CAN REPRODUCE
1- Make a new project and put a stack in a new song.
2 -push panic botton or change buffer latency.
3 -it works. AS YOU TOLD BEFORE BUT…GO ON :
4 -NOW SAVE AND RE-LOAD PROJECT
5- stacks do not works.
6- create a new empty song,
7 - and jump back to the first song with your stack muted: now seems works.
8 - now push the PANIC B. AGAIN. it NOT WORKS… MUTED AGAIN.
IN SHORT : PANIC BUTTON AFFECTS STACKS AFTER SAVE AND RE-LOAD THE PROJECT.
(trying to disable pre-load, i observed that : if you havent’t jump into a song in the project, that song,or part of that song works, after panic b. BUT WHEN A PART IS CHARGED INTO THE AUDIO , next time you push the panic b. that part, better the stacks of that parts are muted, need re-connection) (if preload of parts and stacks are on, of course all parts are preloaded, and all parts are muted by the bug.)

We can reproduce it and are on the case.

Should be fixed with the next update, also some other issues when resetting audio.
