AFAIK, yes, you can make any tuplet of any note value in any time signature.
Apparently, you have a case where you don’t know how to do it, but: what is it? Can you give us more detail on what you want precisely?
Meter is irrelevant.
The most common way to enter tuplets is:
In the popover, you type n:n.
The first n is how many notes you want in the tuplet, the second n is how many notes you want the tuplet to span.
3:2 = 3 notes in the space of 2
67:51 = 67 notes in the space of 51
The note duration that is already selected when you open the popover is what will be used.
However, you can even enter a different note duration directly into the popover such as
5:4e = 5 eighth notes in the space of 4
