[2.2.44] control+esc is not good for windows: it's a system shortcut as start button

In 2.2.44 you assign as default in shortcut control+esc as panic reset.
In windows, all versions, actually tested 24h2 home, CONTROL+ESC is a system shortcut for START button on pc keyboard, and can’t reassigned on S.O.

We set it to “Shift/esc” as default from the next version on.
