750 VSTI tracks and nothing loaded into VST instruments, why?

I don’t understand, the (usually) top folder VSTI instruments has nothing in it, with so many tracks. What is this folder for then?

Hi,

There are Instrument Return Channels of Instrument Racks in this folder. If you are using Instrument Tracks, the VST Instruments folder is empty.
