1.The 8vb marking looks bold even though it’s set to regular. How can I make it appear like a normal 8vb?
2.The rehearsal mark “B” should be placed on the next measure, which contains a multi-rest of 3.How can I move it to that position?
When I try to move it, it affects other instruments as well. Is there a way to move it only in the Viola part without affecting Vl I and Vl II?
Is it possible to hide rehearsal marks in a specific layout?

That rehearsal mark is actually placed on the beat before that bar, see the attachment line:
Just move it along to that rhythmic position in Write mode - don’t just drag it in Engrave mode:
If you set the Properties Scope to Local, the adjustment should only be applied to that Layout. EDIT: this dragging should be done in Engrave mode
How should I move around in write mode?
Just the same as you would any other notation: Alt/Opt+right/left arrow. The rhythmic grid will need to be set to an appropriate resolution (e.g. likely not dotted 16ths).

I guess the first rhythmic position is probably more accurate, but yes.
