About "Toggle time base between Musical & Linear" in Cubase Elements 11

I am a Nuendo user, and my student use Cubase Elements.
May I ask a question about “Toggle time base between Musical & Linear” ?
I can’t find that button in Cubase Elements 11.
Does it not have this feature? Please Help me.

Right- it’s a feature that differentiates the more expensive versions of Cubase.
