This might help other people who experience the same problem.
After installing Dorico I couldn’t activate the licence, getting into a loop of error messages.
I solved the problem by reinstalling the Steinberg eLicenser from here https://www.steinberg.net/nc/en/support/knowledgebase_new/show_details/kb_show/soft-elicenser-is-missing.html
