Adding a 4/4 signature bar after a 2/4 creates an undeletable additional 2/4 bar

Have any of you seen this before? No matter what I do, no matter how many bars i add or remove, this 4/4 bar with only 2 beats will appear, and I can not give it it’s missing two beats. What do I do?

Select the barline at the end of the 4/4, Shift-B 2q. Or redo the 4/4. Might also be that there’s an upbeat. If you select the signpost and click return. Then delete the ,2 after 4/4.
