I am considering buying VST Connect Pro 3. I notice that the Shop page indicates an additional USB-eLicenser is required. I have an eLicenser for my Cubase 8 instance. Do I truly need another one, presumably dedicated to the VST Connect Pro?

You can have multiple licences on the same licenser.
The one you already have is fine
