Try this: In your tool palette, hit the = sign to the left of the arrow symbol.

FWIW, the right down handle of an audio event works as expected, on my end : it allows its resizing.
And AFAICS, there is no related preferences setting. So, I would try to relaunch Cubase in safe mode, using the Disable program preferences option.
@qkqhxnddl94 that is the expected behaviour if you are pressing the Alt modifier key.
So my guess is that you were still holding the Alt modifier key when attempting to change the length of the event. This and the related functions operate as follows:
- to duplicate an event, hold the Alt key and drag an event
- to change the length of an event, click on the lower right handle and drag (no modifier key!). A double arrow icon appears when you do this.
- to repeat an event, hold the Alt key and click on the lower right handle and drag. A pencil icon appears when you do this.
Then this is clearly a bug. When I hold down the option key, I can see that it returns to the original length adjustment functionality. I might have to re install it. Thank you!
Doubtful that this is a bug. It might simply mean you have the tool behaviour set up differently. Take a look in Edit>Preferences>Editing>Tool Modifiers>Size Objects.
