You should be able to chat or talk directly with Apple to ask why. They also have Report a problem link on your receipts. You should have received email notification for any refunds.
If you have asked for a refund and not received it, it should not have been possible to purchase it twice, but only Apple can check your account and for any problems at their end.
Due to very strict Apple privacy and tight security, Steinberg might not be able to help you, only Apple would be able to do this.

Also, you might have more than one Apple account, or used Family sharing, so Apple can check any of these with you.
