For some rerason, in measure 25 of my arrangement, when using the same procedure that I have for the other measures in the piece (before and after m. 25), Shift + Q or selecting the “C7” icon in the right area, after hitting “enter,” nothing appears.

Can you please upload a minimal project for us to examine. All we need is that bar plus a few before/after etc.

Same here: adding C7 chord on bar 25 works without a problem.
You have two slash chord regions after one another in the beginning: one is light green for the first bar and the other is the following seven bars in the beginning, making the repeat bars count to appear wrong counting from the start. Replace it with one 8 bar region.
I’d also add a system break at the beginning of the verse so that the notes would fall nicely 4 bars each line, making it easy to follow.
In my example I also removed the time signature signpost from bar 17.

I almost never use slash regions longer than one bar. The counting is not helpful as the chord symbols aren’t repeated, and longer regions make copying and pasting very error prone as it’s impossible to accurately select a single bar and paste it elsewhere. (Finale has a feature where it will automatically break a Staff Style when copying and pasting, but Dorico has no such feature with Slash regions.)
@bradp1 if you use a lowercase q for the metronome mark, it will display correctly too.
