After executing Steinberg_Download_Assistant_1.21.6_Installer_win.exe the error message apears that installation server is not available. My DAW is not connected to the internet. Is there a way to install the Glockenspiel library without internet access?

I suppose you would download it with a device that is connected to the internet, then transfer the file to your non-internet DAW.
