With latest Windows 10 Pro Update yesterday I can confirm full support of Amd Threadripper 3970x and multithreading.
All threads 64 threads are shown with all Cpu in use.
I am very happy. The Cpu is great latency minimal now.

My 3970x does not use all the cores (far from) and I do have Windows 10 Pro updated to the latest version.
