In the latter case, we can always open the connected folder, it’s in the bottom of the preset combo box:

Found them. 
They used to be in the Users folder but Steinberg in their inscrutable wisdom have moved them to the Documents folder.

I can not load the preset from the preset location when I click on the preset, it opens it up in MS word document. In fact, I cant even see the User presets like it was in 13.
