Been a long time since I’ve used Cubase or posted but I’m back at it.
I’m trying to apply a particular insert (reverb) to come in gradually to a section of a track, so at 0s there is no reverb, at 16s the effect is half-applied, and fully applied at 32s.
What’s the simplest way to do this?

Use the automation and bring it in that way (don’t forget to enable read for the automation) OR put the reverb on an fx or group track in the mixer, enable read/write and raise the fader manually while the track is playing.
