Arpeggio sign doesn't seem to like multiple voices

This video of a bar of a piano piece shows the results of my trying to apply an arpeggio sign to a chord over two staves, where the chord uses three voices in the r.h., specifically (counting downwards) up-stem voice 1, up-stem voice 2 and down-stem voice 2. You can see that the first attempt unexpectedly arpeggiates only the top two notes. When I try again, with the top note temporarily removed, the behaviour is as expected, and - when I replace it - the arpeggio sign length doesn’t accommodate it. Changing down-stem voice 2 to down-stem voice 1 doesn’t change the behaviour.
Yes, I can use Engrave mode to adjust the ends of the line, but I’d like to know whether multiple voices within a staff does create problems with arpeggio sign creation.

In this kind of case, try selecting only the bottom note and the top note, rather than the whole chord.
