Is there a way to add vertical dynamics hairpin to the arpeggiated chord?
I searched the forum for this but it appears no one has asked it before.

No, Dorico doesn’t have a built-in feature for vertical hairpins, but you can rotate a regular horizontal one in Engrave mode.

Yes, you would use the note spacing tool in Engrave mode to do that.
