Is there a way to attach a text frame to a particular flow so that if you change the order of your flows in a project, the text-frame follows the relevant flow to the correct page?
Not at present. Your best bet is to use Staff Text, or wait until your layout is pretty well set before adding frames.
Thank you, Dan (@dan_kreider ). Will Staff Text also work for block text such as stanzas of a song or hymn that appear on the page below the music score?
Depending how you mean to use the text frame, you might also find it convenient to set up a special Custom Master Page that you could switch to if your flow lengths or flow order changes.

Yes, you can set it to below the staff. Text frames are still better, in general.
