Not with WaveLab, but there are many utilities out there which can (assuming it is not copyrighted material or you own the rights yourself). This is a necessary process when, for example, a perfectly good video is ruined by bad audio and you have been given the task of improving it (a task for which WaveLab is intended). Remember you would then have to recombine the treated audio with the video, so perhaps you would find more information on a video forum.
