This seems a task for the custom flow headings, but I don’t think it’s possible to adapt the height of a frame to the content of the field automatically.
Best way probably is to make different headings with different frame heights, so you can choose header-small, header-medium and header-big, or header-1-line, header-2-lines, header-3-lines …..
