That’s not possible, becase when I delete those system breaks, Dorico moves those staves to the next page, and I want them all in the same page. If I delete the last one, it looks like this:
The reason for the poor note spacing is that the system is over-filled. In Engrave mode, notice the little percentage on the right side of the system will be over 100%.
By deleting the 2nd system break and leaving the first, you are now forcing the entire rest of the flow onto one system. Delete the first one as well.
As Richard says, it is better to let the music flow by default. Better options for getting more music on a system are:
reduce the note spacing rule slightly (this probably will not work for this excerpt because the notes are short)
reduce the staff size slightly
or possibly change the page size and/or margins
To get more specific advice about fitting music to a whole page, please post the project here and we can work on it with you.
Layout options>Vertical spacing>Ideal gaps : change the two last values to 1/2 and 1 instead of 1 and 2. Is that enough for Dorico not move the last system to a new page ? And anyways, to force system into a frame is not achieved through system breaks, but with a frame break at the start of your last page and the property Wait for next frame break enabled. Since there’s no frame break later, everything is filling the last page.

The first step with all these approaches is to remove all the system breaks in the flow, unless you definitively need some part of the music to start a new line, in which case, keep those ones.
Then follow Marc’s suggestion re am initial frame break.
Then you’ll be able to see how much of a problem you have, and you’ll see the proper impact of all the changes suggested above.
I think a note spacing change might work quite well.
Just remove all the system breaks to let Dorico layout your music correctly, otherwise you’ll need to reduce the staff size or reduce the note spacing.
Dorico ALWAYS spaces the notes automatically. There’s no “try and do it again” button.
But as said: if you lock down the systems with too many notes, then it’s going to struggle.
There are also Engraving Options for the minimum length of glissandos, and other dimensions.
Of course, in Engrave mode, there is the Note Spacing tool, where you can make small adjustments. But generally, if you find yourself trying to re-space the whole thing, then there will be an easier way.
There is also a Note Spacing value for the whole Layout in Layout Options; and you can set new Note Spacing values at any point in the score.
Decide whether you agree with the problem thing taking up the space it’s taking up.
If you disagree, go and change the relevant setting.
There’s a minimum span for glissando lines, and it’s set by default to 3 spaces. That means that no matter how many notes there are on the system, if there are glissando lines the notes will be squeezed together in order that each glissando line can be at least 3 spaces long. If you do agree that that’s necessary, make room for them by allowing Dorico to flow the music freely (delete the System Breaks etc.) If you don’t agree with that, go to Library > Engraving Options > Glissando Lines > Spacing and lower this value:
