Am I going to encounter problems if I keep this at 0% and give Cubase too much automation information? What about lower values? Will it affect anything more than the smoothness of an automation curve?

If you don’t have 1000 tracks, with 100 automation curves every, you can use 0%. 
At the other hand, is it really necessary? Can you hear the difference?
This parameter affects smoothness of the automation only.
