Analyzing my workflow, I see loading projects eats into my time quite a bit. So I would love for there to be a way to run background loading of a second project while I am working on the first one.

When you activate a project, Cubase loads all of the channels and active plugins into memory. I’m not sure you’d be happy with your system performance or stability if you could somehow have more than one project loaded at a time.
Maybe, but maybe not. You can open for example both C14 & C13 at the same time (or even copy the Cubase14.exe & open both copies) and all seems to work fine. I’ve only tried this as a test and assume at some point resource consumption would start getting in the way. So it’s likely dependent on what the Projects are actually doing.
On the other hand if the Projects are taking some time to load that kinda implies they are using a bunch of resources.

Hmmm - I will experiment with running two copies and see - ideally, should just need to set the audio stiff to switch…
