AFAICS, it’s a zoom dependent feature. In your screenshot, the horizontal zoom amount isn’t high enough.
Can you post the entire Cubase screen? BTW, in Cubase this thing is called the “ruler”.
Try to start Cubase with default user settings in order to see if that’s where the issue roots from.

was altered by Cubase in such way that the ruler does not display numbers correctly anymore.

I am afraid I can’t tell you exactly which setting was overwritten in a bad way. You can send me both these files but it will be like searching for the needle in a haystack. One of the developers ought to know but they always keep silent about this kind of stuff. Even though they should be ashamed to have programmed Cubase in such a way that it can cripple itself without any wrongdoing of the user (different symptoms of the same self-crippling problem are rather frequent).
The fastest solution for you might be to rename both aforementioned files to e.g. Defaults_rulerissue.xml. Cubase will then create and use the factory settings for these files. be prepared that you’ll have to renew some of your user settings, like window positions, layout choices, etc. Key commmands are not affected, though.
But your time signature is 1/4 in the screenshot. I don’t think the ruler shows subdivisions less than a beat.
