I am currently engraving a collection of 11 choral pieces. Each is in its own flow. I am having two issues with bar numbers:
when there is a partial pickup bar, it is numbered 1. This is not correct. I cannot find the general setting to change this behavior. Could you please point me to that setting?
I would like bar numbers to show only at the beginning of the system (they do), but starting with the second system, not the first. Dorico behaves correctly when the flow starts with a full measure, but insists on putting “1” on the first system when it starts with a pickup.

In Write mode, select the “1” and hit the backspace or delete key on your keyboard. That should get rid of it (and sort out the numbering).
How are you adding these pickup bars? I must admit I’m not currently in front of a computer but the last time I checked, inputting a pickup at the start of a flow automatically numbered the pickup bar 0 (and didn’t show a bar number at all).
(edit: I’ve just checked the latest version of Dorico 5, and it seems to be behaving itself, whether adding a pickup from the panel, the time signature popover or by adding a regular time signature midway through an existing bar and then hiding it.)
