Bar Numbers Are Not Moving Closer to the Staff

Hello,

I’m trying to move the bar numbers closer to the staff, but no matter what value I input in layout settings for the score, the bar numbers refuse to move up. I like having my bar numbers as close to the staff as possible. However, Dorico isn’t allowing me to accomplish this for some reason. any help would be much appreciated! Thanks so much!

If you untick the Avoid collisions under Layout Options->Bar numbers.
