Bar rests not showing in first bar when 1st voice is empty

When I start with a 2nd voice in the first bar, the rests for the 1st (empty) voice don’t show up. Is this expected behavior? What can I do?

For this option to take effect, there must be notes in the voice before and after.
Since it’s not the case here, you can put the caret on the 1st beat of bar one, upstem voice 1, Shift+B, type rest.

Well, then I have a solution. But it doesn’t seem logical to me.

An option to display all rests in all voices — including before the first note and after the last note of every voice — has already been requested on this forum, I believe (especially by people writing fugues or other kind of contrapuntic music.)
