Yes, but it will be an override rather than “automatic” i.e. if you ever wanted to change what’s on the blank page then you would need to do it in every layout rather than having it done automatically after editing the page template.

To create a blank page template, just create a new one based on “None”, “Custom” type, and don’t edit it.
Insert a page template change on the first page and choose your blank template.
For the second page to use the First template, either apply it with a page template change, or in the Layout Options, set “Use First page template” to “Any flow starting at top of page” (which you might want to avoid if you have several flows.)

To show you the two different ways to get the First template on page 2 (first with a page template change, then I undo to show you the method with the Layout Option).
If you mean “Will the Default template apply automatically from page 3 onwards”, normally yes. You can try.
You can use “Insert Page” instead. The difference is that it will create a page override, which generally, users try to avoid — maybe in your case it wouldn’t be a problem to have one.
In that case use my first method (page template change). Or the “Insert page” feature if you don’t mind to create a page override.
There is nothing complicated in creating a new page template, call it empty, and use the appropriate feature (insert page template change) where you need that empty page to appear. It’s something that takes three seconds and does not involve modifying the whole workflow 
The recommended way to use the First page template after a blank page without page overrides is this:
- Right-click on page 1, select
Insert Page Template Changeand choose the Blank page template. - Right-click on page 2, select
Insert Page Template Changeand choose the First page template.
In case of a single flow project you can replace step 2 with the setting to use the First page template on Any flow starting on top of page.

In my view all that sounds more complicated than the dialog box from Finale I posted.
But that is just my personal view.
That is related to your history with Finale. Note that you don’t need to look for a special feature here, so it simplifies the process in some way. Learning a new tool involves learning new paths… (and to make sure I’ve never been making fun of you, the smiley was about “thrice” and nothing else)
It’s not more complicated, it’s just different.
As Dorico’s page management works similar to a DTP program, it takes a bit more effort to maintain the page chaining.
