I can’t seem to get a 3-slash measured tremolo on two dotted Q’s, which should result in two dotted halves with the 3-slash. When I click on the appropriate button, nothing happens. It works fine for the non dotted values. What gives?

You don’t mention the Time Signature, but if it’s not a compound meter (say if it’s 3/4), you need to make sure that the second note is displayed as a real dotted quarter (and not an eighth tied to a quarter). So you likely will have to use Force Duration.
If both notes are dotted quarters, then select them, Shift+R, type 32 and it should work…

Both notes must be notated as dotted. It won’t work if one is tied…

Yeah, it was 4/4 and starting on beat 2, so the first was a tied note. So weird that Dorico doesn’t understand what you mean in a case like that.
