Since it’s an option it Setup, I assumed there was an actual brake drum sound available. Anyone know a way to add this without spending tons of money?
I could be wrong, but I believe Dorico has it as an available instrument to help the user base write for the instrument without little fiddling around with creating one.
Unfortunately, I do not believe there are free answers to the brake drum. Your best bet, I believe, is to buy Virtual Drumline. They have a brake drum sample.

John Cage - First Construction in Metal uses 4 of them.

I would also say, that from the very start of Dorico, the developers were very well aware of Virtual Drumline and its popularity. That it is possible that the developers added all of the instruments to the instrument list because they new someone using VDL might write for those instruments.

Not exactly a low-cost solution for a single instrument.
The sad part is many DCI common pit instruments are making their way into the concert band world, and those of us not writing for marching band on a regular basis still have to use these instruments from time to time. Not enough to justify buying VDL, but enough to be annoying.
I’m making do with the high agogo for now…
I used an Anvil (VSL SY Percussion) for the brake drum in a Lord of the Rings mockup.
I’ve played break drum in place of an anvil in a Lord of the Rings performance. Buying it was fun! The looks I got at the scrap yard when my answer to “breaks for what kind of car?” was “I don’t know - may I hit them with a hammer to hear what they sound like?”
