In Cubase 12.0.20 on Mac the mouse wheel is automatically set on “very fast”.
For me it just takes a little wheel movement to scroll all the way to the bottom of the session vertically AND horizontally.
Additionally, changing the mouse settings from system preferences in the OS has no effect on Cubase.
Workaround: to mitigate for this I am using a third party app made by logitech however this is a quite annoying bug since these these third party app tend to crash frequently.
