- When each song in setlist is selected, the layer’s program change is often not sent to MIDI output (also MSB/LSB).
- When saving and reopening a project, the MIDI volume value of each song’s layer is different from when it was saved.
Could you please elaborate to help us check this: 
- What do you mean by “when each song is selected”?
- As a song may hold many layers - is this happening to all of your layers?
- what are you controlling with your layers - VSTis? External instruments?
- and could you please be a bit more specific concerning your setup, please? Operating system, hardware involved, version of VST Live etc.
I, for one (on Mac), cannot confirm that MIDI volumes aren’t stored/restored correctly.

My project contains multiple songs, and when I switch between them, the MIDI messages (MSB/LSB/Program Change) are not being sent.
a song has one layer.(External instruments) I’ll try multiple layers.
I set MIDI volume to 100 and save and reopen.The value has changed to 98…
I’m using Windows10x64 and VST Live Pro 3.0.37.
Maybe Edit/Preferences/MIDI/Controller tracking is set? If a controller value has not changed at the MIDI output, it will not be sent when this option is checked.

However, the strange thing is that sometimes it sends the data, and sometimes it doesn’t.

And upon further testing, I found that the Live Pro 1 did not experience any issues with MSB/LSB/PC transmission or numerical discrepancies.
