[BUG] Skipping notes when negative track delay is set

Sometimes Cubase is not playing all notes on tracks with negative track delay.

Attached is a sample project where this bug happens.

I have figured out the steps to reproduce this bug:

  1. Create an instrument track and add any instrument
  2. Add some MIDI part
  3. Add negative track delay (larger delays usually skip more notes. -100ms is a good number to test this)
  4. Under MIDI inserts add Arpache SX and deactivate it
  5. Press play and notice that some notes are being skipped

The combination of an negative track delay and a deactivated Arpache SX results in Cubase skipping some notes during playback.
