I am having this problem. When I enable chord entry and hold down a chord on my midi keyboard, Dorico seems to pick and choose which notes of of the chord to put up in pitch before rhythm mode. I have to hit the chord several times before it shows all the notes I want and I can hit the note length I want.

If you use duration-before-pitch input, do you find that you can create chords of all the notes you are playing simultaneously as you expect?
What kind of MIDI keyboard do you have connected to your computer? How is it connected? Are you using a direct MIDI connection, a wired USB connection, or a Bluetooth connection?
