Buying the wrong update

I have a license installed:
Cubase Elements 11 (upgraded to Cubase 12 with a Steinberg license)
I bought a new license
Cubase Elements 13 Update from Cubase Elements 11 or earlier
The new license cannot be installed in eLicencer. Did I buy a different license?

Yes, of course. You own Cubase 12, not Cubase 11.

Sorry, to me it looks like own Cubase 12 (therefore it looks like this in the eLCC). How does it look like in the Steinberg Activation Manager, please?

Can the license be exchanged at Steinberg?
