Having accepted the Steinberg Anniversary offer to upgrade I’m in the familiar dilemma of trying to resolve the license problems. I’ve opened a support ticket but losing hope of a reply before giving up.
I’ve also deleted and started over again with the same result.
AS you will see from a 2nd screen shot Cubase Pro 11 got upgraded to Pro 12 in this process but not to Pro 13 as I’d paid for…
Hi Joe,
your first screenshot shows Cubase Pro 13, so you seem to have it registered properly. Since it uses the new licensing system, the eLicenser dosn’t know anything about it and it doesn’t show up in the eLCC either. You only need to activate it in the Activation Manager if you haven’t done this yet.
Thanks for responding however the result when I try to activate can be seen in this screen shot which shows that it’s trying to verify through the e\licenser,

There may be a fault with the Activation Manager…
When I try to open it from my desktop nothing happens. I have tried deleting it and downloading it again with the same result.
If you open elicenser without activation manager do you still see the license?
It looks as though the elicenser software can’t see your dongle, if that’s the same just opening elicenser control centre directly then this is the issue you need to fix first.
So I take it that means elicenser control doesn’t see the license when you open it directly?
You do have the dongle plugged in to this computer yes?
Tried another USB port?
Is it connected same place as when you started the upgrade process?
You take it correctly. The dongle is connected and I’ve now tried a different port Originally the same port as when I started the upgrade.
The unusual upgrade is to C 12 Pro- I don’t know how unless the upgrade code is wrong. I don’t think this is solvable without Steinberg support.
Though I’m grateful for all the help here I think I’ll be asking for a refund. Having been a Cubase user for over 25 years these license issues have usually been ‘difficult’…

the annotation “Upgraded to Cubase 12 with Steinberg Licensing” is correct. Cubase 12 was the first version that used the new licensing system. The eLCC just shows this version even if you updated to 13 because the old eLicenser system doesn’t know anything about more recent releases. So, the license on the dongle looks correct. Your license for Cubase 13 is probably correctly registered too as shown in your first screenshot.
The only issue seems to be the activation of the license on your computer which might be a local issue. Do you have another computer available to try whether the activation works there?

I have the exact same problem as you Joe.
I try to upgrade from artist 10 to pro 13.
I sent a support ticket 8 days ago with screenshots similar to yours, not heard back yet.
I have a couple of soft instruments etc. from other companies, and had to contact support a couple of times. I never had to wait longer than 48 hours for an answer and a fix.
This is super super bad! If you are more lucky than me, and get an answer from support, I would highly appreciate if you posted the sollution here.

Upgrade from Pro 10.5 to 13 last week, I downloaded Cubase 13 with Download assistant but I can’t finish the Upgrade. I see the product on my Steinberg account and my eLicenser show “Cubase 11 Upgraded to Cubase with Steinberg Licensing”.
But when I open Activation Manager nothing it’s here. I tried “grace period check” but it always failed immediately with “sorry we couldn’t finish this action, please check your internet connection or try again later”.
My Elicenser don’t run as administrator.
