Thinking about purchasing cubase 8 or 9 to avoid loading the vsts every time I load a song
Does the 9 or the 8 load the vst sounds instantly (with or without their settings but with the correct instrument) when you load and activate a chart?

Cubase 8/9 load instruments the same as previous versions of Cubase.
With many instruments this is “instant”. With sample based instruments, there is often some loading time and this would be the same on any other DAW.
I don’t know what you mean by loading or activating a chart.
