Let’s say I have Cubase open on two separate computers on the same network. I know I can send MTC from one to another; I do that now.
But can MIDI data be sent from Cubase 1 to Cubase 2, to trigger VIs loaded inside Cubase 2?

You have to send the MIDI data from one computer to the other one. You can use for example a utility to send MIDI over ethernet.
I would recommend you to have a look to the Vienna Ensemble Pro application.
I have been using VRPro for over a decade.
I am asking if I can send MIDI data from Cubase on one computer to Cubase on another computer, and trigger VIs.

Yes, you can. Either use common MIDI connection or you can try any MIDI over Ethernet. Our you can explore the VST System Link.
But it doesn’t make sense to run Cubase as a VSTi host.

Ethernet (One example driver for windows is rtpMIDI, and while I don’t know how to access/use it, the RTP MIDI protocol is built into the Mac OS.)
If both machines have full duplex (both input and output) Digitial audio connections such as SPDIF or ADAT, then there is also Steinberg’s own VST System Link [included in all ‘supported’ versions of Cubase Pro/Nuendo]. This protocol can also share audio between Cubase sessions, and it can ‘sync’ their transports.
Note, if your machines don’t have SPDIF or ADAT, it’s possible to emulate it over a LAN connection using something like ASIO Link Pro or jack2 on Windows machines. Macs should be able to do it as well, as the OS should have things in place as part of the OS (audio-core?) that are somewhat similar to jack2. In short: You’d create two ‘digital audio streams’ between the machines, and then VST System Link can lock the two Cubase Instance transports together, while also adding MIDI/Audio busses between the two machines.
For as long as VST2 Plugins keep working with Cubase, there is also reaStream. This plugin can stream MIDI and audio between hosts over your LAN.
