Can I remove software from elicenser?

Hi, selling my Cubase 8 but want to keep my Hailon 5.

Am ordering a new USB key to put hailon 5 on, can I remove it from my Cubase dongle, then deactivate dongle and give it to new buyer while I wait for my new dongle, or must I have my new dongle here first?
