I can not select the cues Handles to change it, what I am doing wrong
I use Dorico Version 5.1.70.2200 (Nov 18 2024) and the Bar Rest is also strangely positioned

Since there is no Start text for the cue (e.g. Picc.), you will likely need to turn Signposts on in order to select that cue and see any handles.
Have you double-checked that Attachment Lines are switched on? View > Attachment Lines?

Yes Attachment Lines was on.
But I have a new Problem, as you can see in the Pic below the Stems always in Up direction and I have to flip them always by hand is there anywhere a global setting , I could not find any , I looked in Engraving opt, notation opt and right click and in the Setup Mode

How about View menu>Signposts>Show signposts in order to comply with the first advice given by Daniel? This was good advice. As a rule of thumb, make sure you always can see the signposts and the voice colours. These are very important to understand what is going on in your score (there are key commands available for those to be toggled on and off, it’s important to create shortcuts to use them!)
Oh interesting, is a Cue a second Voice of a Notesystem , I never used multiple Voices, so I have to learn that first I guess,
yes I used the signpost already , it worked fine , but I did not find a global stem direction change command, after searching with Google still nothing
so i will learn what it is all about Voices and Voice colours

Sorry, I did not mean to mislead you. Voices have nothing to do with the matter at hand, but it’s only an important thing to be able to know which voices are showing, no matter what 
If you select a note in a certain voice, you can right-click it>Voices, and make it up stem or down stem if needed. It will affect all the notes of that voice.
