Cannot get layers to work in Dorico Pro 6

I am creating a drum book in Dorico and cannot get layers to work. I have a 16th note triplet line on the snare line (C space) and want to put a 2nd layer that has quarter notes on the bass drum (F space) for reference. I read and watched videos on it but everytime I use shift + V, I get the plus sign but, as you see in the 2nd picture, it adds the quarter note to the first layer, messing up the rhythm. Can anyone guide me in what I am doing wrong? Thanks.

Also, I started this project with the snare drum notes pointing down and forced them up by hitting “F”.

Welcome to the forum. I don’t see any of the pictures you mention in your post. Also, in Dorico there is no such thing as ‘layers.’ I assume you mean voices? Without the pictures I can only guess. If you aren’t already doing so, I’d go to the view menu and turn on voice colors to help you see which notes are in which voice. Also note that a drum kit doesn’t work the same as regular voices in pitched music. I’d suggest watching this video: https://www.youtube.com/live/RbM-xkppoMo?si=CBg9HDMN70FJA8BT specifically just after the 8 minute mark.
