I have created 5 flows, and i want them all on the same page, but I am not able to move the last one to the page, even though there is more than enough space:
Hi @nik.L.Sh, you are visualising the frame editor directly on the layout (in Engrave mode).
The dotted frames on the left page suspiciously show that you edited something on the layout directly (instead of editing the corresponding Page Template), creating probably page overrides (the red triangle/s in the pages icons on the upper right Pages panel). This means the page with overrides doesn’t follow the page template anymore.
Please right click on the pages icons on the upper right and choose Remove all page overrides.
To be able, to visualise subsequent flows in the same music frame/page, you set this in Layout Options > Page Setup > Flows > New flows: Allow on existing page, for the desired layout/s:
And using the other layout options, and possibly the frame and system breaks in Engrave mode, you can finely adjust how the distribution of your flows and systems happens in your layout.
You can also edit the Music Frame Chains definitions and filters, but this is advanced and requires a good understanding on how the whole works.
If you can share your Dorico project, we can see if some other issue are present, that avoid to reach your desired result.

I removed all the page overrides, but I still cannot move it. Here is my project:

I have already selected the allow new flows on existing page option
The page fullness indicator in the lower left shows that Dorico thinks the page is 85.9% full.
If I go to Staff Spacing mode, I can see that you have manually moved systems around (red bars) in order to make more room at the bottom of the page.
But Dorico doesn’t take manual spacing into account when deciding whether or not it can fit more on the page. It may look like there’s plenty of room there, but to Dorico the page is still 85.9% full, which doesn’t leave enough room for the additional flow.
If you want Dorico to fit more on that page, you’ll need to adjust some of the vertical spacing settings, or maybe make your space size smaller.
Edit: Or you can force it all into one frame, as @jesele suggests!

Adding to the excellent examples and advices by @jesele and @asherber here further observations:
to easily reset the manual staff spacings in the whole layout go in. menu Engrave > Staff Spacing > reset layout.
To eliminate the manual positioning of the text, make a marquee selection of the text in Engrave mode, and from menu Edit choose reset position:
You just deleted the tokens from the Flow Headings Default template…
…if you don’t want the Flow Headings functionality, you can just deactivate Flow Headings from Layout Options, for the desired layout/s (and this will give you much more space between the flows)…:
… or just add the flow titles into the Project Infos dialogue, and possibly edit your Flow Headings default template to have the desired tokens positioned to the left, for example:
