Can't access to Full Score (problem!!!)

I can’t access to the Full Score. There is an blue square to the left and I can’t move them or edit something. Selecting an instrument will work. What is the problem?

There is an checkbox in the layouts part where Full Score can be set off. This is remembered every time an new project is setup
