OK so some of you terms are not clear to me, especially the teeny driver you mention.
I uninstalled all things Steinberg and started from scratch. I installed the latest elicense app and the cubase 11pro installer. I installed the elicenser first (with the dongle in the usb slot) and then installed cubase. It bomboed out with the error message attached
According to the error message, the Steinberg Library Manager or one of its components is missing. Iād suggest to install the Steinberg Download Assistant. It also installs further common utilities, like the Library Manager.
Please also check the version number of the eLCC. If you install Cubase 11 after the eLCC, the Cubase installer might have replaced the eLCC with a previous version.
The message tells you what is missing, the Library Manager needs to be installed.
You should install the latest Steinberg Download Manager, which takes care about the other required utilities. Just the eLicenser Control Center must be installed separately, or enable āOptional Componentsā in the Download Assistant Settings.
OK - so I think I know what happened. Previously I installed the download assistant, which showed Cubase 10 - my license was 10 pro with free upgrade to 11. I then installed 11 directly which didnt activate, and then tried 10 after that which also didnt activate.
Just now I installed the download assistant and installed cubase 10. That just worked fine. Then I installed 11pro which also then activated just fine.
So i tlooks like I have to install 10 first
So now it works and Iām back in business. I want to say thank you to those above who helped me realise it should be fine, and got me to retrace my steps, rather than wait for Steinbergās assistance.
Its a pity the forum provide better support than the company (who clearly just dont care about their customers)

Ya gotta understand (even if initial pushback) that Steinberg announced YEARS ago that the server was going down and once historyā¦.they specifically said they were simply not going to entertain tech questions or how-tos.
Perfectly understandableā¦.Steinberg does not have a requirement to tech-supportā¦Vstack :)ā¦nor elicenser. Thatās not an abandonment of customer care.
A lot of us made very sureā¦..before the server went downā¦.how weād be managing various scenarios with our elicensersā¦.sharing that knowledge here.
Itās also understandable that even this momentā¦there are elicenser users who STILL have no clue the server system is gone.
They will certainly trickle in here in due course over the next decade
AND ā¦.Steinberg DID say they would where possible help the āI didnāt knowā users to upgrade to new current versions in some way or another (see my link).
Seems to me that everything is pretty clear that elicenser questions are best answered here at the forums. Which for the most part, works very well imo.
Sure they made themselves a problem and dont want to provide support for it. But it wouldnt take much to say āit should work - try again and go to the forum if you need helpā. Now my impression of them is poor. In a world where FOSS or just free (cakewalk) DAW are improving, I expect them to work to keep their customers, especially ones like me that used Cubase since the Atari ST.
I havent upgraded for a while as everything I need is covered in my version, and thus havenāt touched their site until now for some years and therefore had no info about their licensing changes (they never emailed me anything either). At some point I might look for whats new and make a change, but less inclined to go with Steinberg now, as it seems they dont really care about their customers.
Keeping a backup of the installers sounds like a good idea. Thanks for the hint.
