My original question was “When I adjust the velocity slider for a note I don’t hear any difference in volume during playback.”
This took me down a very deep rabbit hole because, of course, velocity does not equal volume. But you shouldn’t use track volume to make instruments sound expressive, you should use CC11 Expression! Talk about a steep learning curve!
Now I’m looking at “Note Expression” which puts the CC11 Expression graph right over the note itself, rather than being in a controller lane. It looks better, saves on real estate and looks easier to work with.

Whether you can hear any changes and what kind of changes solely depends on the instrument that generates the sound. Velocity is only an information and the instrument can decide what to do with it.
E.g. Retrologue (included in Cubase)
The default setting of this synth is not to react to velocity at all. Neither on the amplifier (volume) nor on the filter. But if the user moves the faders up the synth will take velocity into account.
Thanks for your reply. The problem was my misunderstanding that velocity = volume. Now that I’m delving into Note Expressions, I’m finding what needs to be varied to achieve what I want.
