Can't install patchlist

I have a patchlist for the fa06, which I am controlling with cubase, I want to be able to send the program changes in the midi track with my patchlist, but the patchlist I click ‘import setup’ on does not load in the patches.

When I import setup, it goes and then nothing happens.

I got the patch list working, but my fa06 is not receiving program changes, receiving program changes pn the fa06 are set to on. Now I’m getting program changes but no sound.
