Can't Move A System On First Page

Having set my rastral spacing to 7 the score is spaced well except the first (title) page where the two systems have no space and the final page has just one system. I would like to have just one system on the first page and shunt the others so there are now two systems on each page including the final page. I have tried all three options in the manual to insert a systems break on the second system of the first page but the two close systems remain.

Could someone please help by advising the best option.

If you want to push systems onto other pages, try inserting a frame break rather than a system break (Shift-F in Engrave mode if you’ve got Pro, Edit>Frame Break in Write mode if you’ve got Elements)
