Had to re-install Windows after my Windows crashed, and re-install Cubase. Unfortunately I did not do registration in the first installation, and so I am kind of stuck with no option to activate. I would very much appreciate any advice on how I can proceed from here.
No USB key, I presume? If you didn’t register, you can try contacting tech support.

Did you really not create a Steinberg Account previously?
Well, support is based (I think) on the location in your Steinberg Account – EU and USA have phone support, as far as I know. elsewhere, you can see on the support page at their main website, steinberg.net/support
