The “remove rests” button doesn’t do anything. It doesn’t matter whether it’s an up-stem rest or down-stem rest, it can’t be removed.
The quavers before are enlarged grace notes for clarification.
Can you upload a sample project to demonstrate? Maybe just with that bar?

have you tried “end voice” for the final note of the 1st voice? (the F/G)
(or if those grace notes are also part of voice 1, using “end voice” on that last grace note?)

It won’t let me select that option
well, then you’ll have to post a file demonstrating the issue. its hard to tell from a black and white image. we can’t even tell which voice is which or which staff it belongs to.

I fixed it; the grace notes were set to the wrong voice, creating a rest
